FAQ – Officer-Involved Shooting March 19, 2025
1. What is the status of the investigation?
· The Ohio Bureau of Criminal Investigation is leading an independent investigation, and we will cooperate fully to ensure that all facts are made public.
2. Will you release the officer’s name?
· We understand that many have questions and concerns. Our priority is to engage openly and honestly with the community while allowing the investigative process to move forward. Ohio law limits what identifying information we can release, and we are not permitted to release that information at this time.
3. Was the officer wearing a body camera?
· While Lockland recently passed a local ordinance authorizing Lockland Police Officers to use body cameras, only four are in service and being tested. The officer involved in the shooting was not one of the four officers currently testing the cameras. The Village has prioritized funding and training to ensure the full deployment of cameras across the department in the near future.
4. Did the officer use a taser during the incident?
· We are committed to ensuring a full and transparent investigation. As publicly reported, a taser was used. The BCI Investigation will review the use of the Taser and all other evidence during their investigation.
5. How long will the investigation take?
· The BCI is an independent agency. Questions about their investigation will need to be addressed by them. We remain committed to fully cooperating with their investigation. While we don’t control the timeline, we will share updates as they become available.
6. Did the officer attempt to use other de-escalation techniques?
· We understand the importance of this question. The BCI’s independent investigation will review all events leading up to the shooting, including whether any de-escalation tactics were used.
7. Was there a language barrier that contributed to the incident?
· We acknowledge the deep impact this has on the family of Mr. Mumyarutete, our officers, and the broader community—especially our growing immigrant community. While we remain in contact with the Mumyarutete family, the BCI Investigation will review all of the events leading up to the shooting during their investigation.
8. Is the officer involved in the shooting still on duty?
· Per policy, the officer is on administrative leave, which is standard policy in incidents of this nature, while BCI conducts its independent investigation.
9. Was the person killed operating the stolen vehicle?
· The BCI Investigation will review all of the events leading up to the shooting during their investigation. Other law enforcement agencies are investigating the stolen vehicle and its occupants. Our focus is on full cooperation regarding the shooting.
10. Will the Police Department be doing an internal investigation?
· Yes. In every incident, we have the opportunity to learn, ensure policies and procedures are followed, and look for areas where we can improve to better serve our community.
